Dr. Portia Fernandez-Marcelo finished her Doctor of Medicine at the University of the Philippines Manila in 1993 and completed her Master in Public Health at Johns Hopkins School of Hygiene and Public Health in 2001.
At present, she is an associate professor in community medicine, social medicine and global health at the College of Medicine and Philippine General Hospital, UP Manila.
She was director of the National Telehealth Center (NTHC) under the National Institutes of Health in UP Manila. The NTHC spearheaded several pioneering eHealth innovations such as the National Telehealth Service Program, Real-time Monitoring of Maternal and Child Health Indicators through the Community Health Information Tracking System or rCHITS, and the RxBox, a biomedical telemedicine device aimed to provide smarter care in geographically isolated and disadvantaged areas in the Philippines. These programs entailed the training of many government health workers from Batanes to Tawi-Tawi on the use of ICT literacy for health and the ethical use of eHealth applications. These innovations have become the basis for national policy discourse on eHealth in the Philippines. The University of the Philippines Manila is part of the National eHealth Steering Committee which charts how eHealth will be leveraged towards Universal Health Care.
